RESOLUTION NO. 102 23
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO DOMESTIC
VIOLENCE HURTS ANIMALS AND PEOPLE TO SUPPORT ITS DOGHOUSE
PROGRAM.
WHEREAS, Domestic Violence Hurts Animals and People (DVHAP) is a 501(c)(3)
nonprofit organization whose mission is to strive to bring harmony to families, and for those who
cannot speak, by educating our children on positive relations with animals; and
WHEREAS, DVHAP is conducting a community-based project to educate and bring
awareness to the public on the plight of dogs left out in the elements through working with high
school students to build dog shelters by utilizing recycled wood pallets to build doghouses for
low-income households' island wide; and
WHEREAS, DVHAP is requesting funds for recycled building materials and supplies
for its doghouse program; and
WHEREAS, the Department of Liquor Control supports organizations and programs that
promote positive, character-building programs by bringing awareness and education to the youth
in our communities in a drug- and alcohol-free environment; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 6 will be appropriated to the Department of
Liquor Control to provide a grant to DVHAP for expenses relating to its doghouse program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
