�JMtV OF M,�Y <br /> COUNTY OF HAWAII •� �" /�•= STATE OF HAWAII <br /> OF�MF'.- -I <br /> RESOLUTION NO. 124 23 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GRASSROOTS <br /> COMMUNITY DEVELOPMENT GROUP FOR THE 2023 HILO LEI DAY FESTIVAL <br /> AT KALAKAUA PARK. <br /> WHEREAS, the Grassroots Community Development Group (GCDG) is a 501(c)(3) <br /> nonprofit organization that works to strengthen communities through the cooperative <br /> development of programs and services for East Hawai`i, especially for youth and families; and <br /> WHEREAS, GCDG is working in partnership with He Mo`olelo KO ka Lei on logistics <br /> for the 2023 Hilo Lei Day Festival, which is a free event scheduled to be held on May 1, 2023, at <br /> Kalakaua Park in Hilo; and <br /> WHEREAS, the annual Hilo Lei Day Festival provides a day of celebrating the lei and <br /> its cultural foundation, and where residents and visitors alike participate in the authentic tradition <br /> of lei-making based in agriculture, native plans, and medicinal lore in honor and perpetuation of <br /> the Hawaiian culture; and <br /> WHEREAS, GCDG is requesting funds to help defray the costs of this event, including, <br /> but not limited to, musician fees, lei demonstrator and halau hula honoraria, and event supplies; <br /> and <br /> WHEREAS, one of the goals of the Department of Parks and Recreation is to provide <br /> events and activities that celebrate and commemorate our culture, heritage, and diverse <br /> communities; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting Countydepartment/agency via <br /> resolution identifying the nonprofit organizationand the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 1 will be appropriated to the Department of <br /> Parks and Recreation to provide a grant to the Grassroots Community Development Group for <br /> the 2023 Hilo Lei Day Festival. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby <br /> transfers/appropriates the following amount as set forth below: <br />
