• <br /> • <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> ...b`, Mow:•�� <br /> .11TE Oi•N�.'N <br /> RESOLUTION NO. 110 23 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GRASSROOTS <br /> COMMUNITY DEVELOPMENT GROUP FOR THE 2023 HILO LEI DAY FESTIVAL. <br /> WHEREAS,the Grassroots Community Development Group is a 501(c)3 nonprofit <br /> organization with a mission to strengthen our communities through the cooperative development <br /> of programs and services for East Hawai`i; and <br /> WHEREAS, the Hilo Lei Day Festival has been held for 18 years in downtown Hilo to <br /> celebrate lei culture and is scheduled for May 1, 2023 at Kalakaua Park; and <br /> WHEREAS,the Annual Hilo Lei Day Festival is a free family-friendly community event <br /> that shares and celebrates the culture and history of Hawai`i by seeking to preserve and <br /> perpetuate the traditions and culture of traditional lei making; and <br /> WHEREAS, Grassroots Community Development Group is working in partnership with <br /> Hilo Lei Day Festival to increase awareness of the culture and history of Hawaii Island; and <br /> WHEREAS, Grassroots Community Development Group is requesting funds for the <br /> sound system, media marketing, facility rental usage, and chair rentals; and <br /> WHEREAS, the Department of Parks and Recreation supports this event as it is in <br /> keeping with the goals and objectives of the department to provide a diversified recreation <br /> program that addresses the needs and interest of the respective communities in a safe <br /> environment; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resoltuion identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equiptment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 2 will be appropriated to the Department of <br /> Parks and Recreation to provide a grant to Grassroots Community Development Group for the <br /> 2023 Hilo Lei Day Festival. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br /> transfers/appropriates the following amount as set forth below: <br />
