RESOLUTION NO. 110 23
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GRASSROOTS
COMMUNITY DEVELOPMENT GROUP FOR THE 2023 HILO LEI DAY FESTIVAL.
WHEREAS,the Grassroots Community Development Group is a 501(c)3 nonprofit
organization with a mission to strengthen our communities through the cooperative development
of programs and services for East Hawai`i; and
WHEREAS, the Hilo Lei Day Festival has been held for 18 years in downtown Hilo to
celebrate lei culture and is scheduled for May 1, 2023 at Kalakaua Park; and
WHEREAS,the Annual Hilo Lei Day Festival is a free family-friendly community event
that shares and celebrates the culture and history of Hawai`i by seeking to preserve and
perpetuate the traditions and culture of traditional lei making; and
WHEREAS, Grassroots Community Development Group is working in partnership with
Hilo Lei Day Festival to increase awareness of the culture and history of Hawaii Island; and
WHEREAS, Grassroots Community Development Group is requesting funds for the
sound system, media marketing, facility rental usage, and chair rentals; and
WHEREAS, the Department of Parks and Recreation supports this event as it is in
keeping with the goals and objectives of the department to provide a diversified recreation
program that addresses the needs and interest of the respective communities in a safe
environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resoltuion identifying the nonprofit organization and the specific program, project, event,
activity, service, equiptment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Parks and Recreation to provide a grant to Grassroots Community Development Group for the
2023 Hilo Lei Day Festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
