As the result of events subsequent to our initial request, we wish to make the
following changes to the Communication regarding the proposed use of fund balance
money. Of the $500,000 requested for rock hauling trucks, Solid Waste Division
needs to use $250,000 for a compactor purchase for West Hawaii Landfill. The
current compactor is requiring a great deal of maintenance and we feel it is in the
County's best interest to replace it as soon as possible. Solid Waste will be using
alternative means to help with fire suppression at the Kailua Landfill, so the $200,000
will probably not be required. Approximately $150,000 will be used instead for
consultant fees to prepare an updated Solid Waste Integrated Management Plan as
required by the State Health Department. Operational training for Hilo Landfill
employees, in compliance with DOH and EPA rules, is expected to cost $50,000.
We also offer further explanation in support of the use of Solid Waste Fund Balance.
Special Revenue funds are required to fund retro and pay increases resulting from
union contract negotiations. They do not receive additional funding from the General
Fund. Since the amount was unknown at budget time the Solid Waste division did
not budget for the increase, but instead chose to retain it in the fund balance.
Repair costs in FY 1998-99, less prior year encumbrance, were $285,000. Current
year budget is for $246,500 and it appears that it will not be adequate since there
have been unanticipated costs for the West Hawaii compactor. Security costs have
been cut from $350,000 in prior years to an estimated $150,000. Solid Waste has
not been able to completely eliminate security yet because the scheduled hours of
operation for gated facilities go beyond employees scheduled work hours. c~o ~ OO /

A used rock hauling truck for Hilo Landfill had to be purchased in order to comply
with a court settlement. The cost was $265,000. Solid Waste must begin hauling
their own cover material effective January 1, 2000. Waste Management contract for
West Hawaii Landfill is budgeted at $4,000,000 and prior year actual was
$4,050,000. Current year costs are approximately $100,000 over budget as of
11/30/99. Revenue is ahead of budget by approximately $130,000 for the same
period.
Funds will only be expended for necessary items. Every attempt is being made to
reduce costs. Any unexpended funds will roll back into the Solid Waste Fund
Balance for use in the following year.
