Your Committee on Finance,to which was referred Resolution No. 83-23,reports as follows:
Resolution No. 83-23,transmitted by Finance Director Deanna Sako,via Communication No. 165
dated March 16, 2023, adopts the 2023
Countyof Hawai`i Annual Action Plan forth

Hawaii Community Development Block Grant Program and authorizes the Mayor of the County of
Hawaii to execute and submit the action plan and all other related documents to the United States
Department of Housing and Urban Development.
The 2023 County of Hawai`i Annual Action Plan describes the projects and activities that will be
executed by the County to provide decent housing, suitable and safe living environments, and
accessibility for disabled individuals to public facilities using the County's share of Community
Development Block Grant(CDBG)program funds.
Committee Member Ashley L. Kierkiewicz asked Housing and Community Development Specialist
Royce Shiroma to provide an overview. Ms. Kierkiewicz asked if this program's County-allocated fund
amount ever changes, to which Mr. Shiroma replied that they have been receiving $2.6 million on
average every year and added$100,000 from its program income, bringing the amount to $2.7 million.
Pursuant to Section 46-7, Hawai`i Revised Statutes,the Mayor of the County of Hawai`i is authorized to
execute, on behalf of the County, an agreement and related documents with the United States
Department of Housing and Urban Development for the 2023 CDBG funds.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 83-23, and
recommends its adoption.
