Your Committee on Finance, to which was referred Bill No. 36, reports as follows:
Bill No. 36,transmitted by Finance Director Deanna Sako,via Communication No. 165 dated
March 16, 2023, amends Ordinance No. 22-63, as amended, the Operating Budget for the County of
Hawai`i for fiscal year ending June 30, 2023.
This bill appropriates revenues in the Federal—Block Grant account($2,680,506) and the Block
Grant—Program Income account($100,000); and appropriates the same to the following accounts:
West Hawaii Domestic Abuse Shelter Phase 2 Improvements ($252,615), Hawai`i County Economic
Opportunity Council—Certified Kitchen Conversion($580,001), Hamakua Youth Community Center
Phase 2 Improvements ($650,000), Hale `Ohana Domestic Abuse Shelter Phase 2 Improvements
($162,000), Mental Health Kokua—Hilo Hale Residence Improvements ($175,000), Ka`u and Puna
Volunteer Fire Station Brush Truck Acquisition($370,000), Mental Health Kokua—Van
Transportation Acquisition($74,000), and Administration, Planning and Fair Housing ($516,890).
Committee Chair Matt Kaneali`i-Kleinfelder stated that this is a companion measure to Res,No. 83-23.
Mr. Kaneali`i-Kleinfelder asked Housing and Community Development Specialist Royce Shiroma when
they would begin accepting applications. Mr. Shiroma replied that while the department will begin
accepting in September,they will start sending out flyers to the administration in July. Mr. Shiroma
confirmed for Mr. Kaneali`i-Kleinfelder that this funding is only for government agencies and
nonprofits.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 36, and recommends its
passage on first reading.
