REPORT OF THE • <br /> COMMITTEE ON FINANCE <br /> DATE: April 4, 2023 Re: Comm.No. 167/Bill No. 38 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 10:30 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance,to which was referred Bill No. 38, reports as follows: <br /> Bill No. 38,transmitted by Finance Director Deanna Sako, via Communication No. 167 dated <br /> March 16, 2023, adopts a pay plan for persons employed by the County other than those whose pay is <br /> otherwise provided for, designates payroll periods,pay days,prescribing requirements with respect to <br /> official fidelity bonds, and repeals Ordinance No. 22-51 and all amendments thereto, said ordinance to <br /> be known as the Salary Ordinance of 2023. <br /> This bill establishes rates of compensation for appointed employees in the Legislative Branch and the <br /> Office of Housing and Community Development,the County Physician, Student Helpers, and Senior <br /> Community Services Aids for various County agencies, and reflects the current minimum wage of <br /> $12 per hour through December 31, 2023, and the minimum wage increase to $14 per hour effective <br /> January 1, 2024. <br /> Committee Member Holeka Goro Inaba asked that the Finance Department amend its communication to <br /> reflect that this bill has added pay.grades K and L to the Council Aide position. <br /> Committee Member Michelle Galimba asked if pay grades A and B would be removed and pay grades <br /> K and L would be to the Council Aide position,why not start the pay grades from A instead? County <br /> Clerk John Henricks provided some insight and stated briefly that each appointed staff member is <br /> appointed a letter grade.
