Your Committee on Finance,to which was referred Bill No. 38, reports as follows:
Bill No. 38,transmitted by Finance Director Deanna Sako, via Communication No. 167 dated
March 16, 2023, adopts a pay plan for persons employed by the County other than those whose pay is
otherwise provided for, designates payroll periods,pay days,prescribing requirements with respect to
official fidelity bonds, and repeals Ordinance No. 22-51 and all amendments thereto, said ordinance to
be known as the Salary Ordinance of 2023.
This bill establishes rates of compensation for appointed employees in the Legislative Branch and the
Office of Housing and Community Development,the County Physician, Student Helpers, and Senior
Community Services Aids for various County agencies, and reflects the current minimum wage of
$12 per hour through December 31, 2023, and the minimum wage increase to $14 per hour effective
January 1, 2024.
Committee Member Holeka Goro Inaba asked that the Finance Department amend its communication to
reflect that this bill has added pay.grades K and L to the Council Aide position.
Committee Member Michelle Galimba asked if pay grades A and B would be removed and pay grades
K and L would be to the Council Aide position,why not start the pay grades from A instead? County
Clerk John Henricks provided some insight and stated briefly that each appointed staff member is
appointed a letter grade. As this will take effect on July 1,those existing letter grades will become
inaccurate and need to be revised.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 38, and recommends its
passage on first reading.
