®��qv®m ar�ybr <br /> COUNTY OF G STATE OF HAWAII <br /> OF 0 <br /> RESOLUTION NO. 1_ <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING THE SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDEA GRANTT N F THE <br /> LIBRARY—WAIKOLOA REGION TO ASSIST WITH EXPENSES RELATED TO ITS <br /> ANNUAL SUMMER READING PROGRAM. <br /> WHEREAS, the risk of summer slide, wherein a portion of the math and reading <br /> comprehension skills that students learned during the school year is lost over the summer break, <br /> is major form of learning loss and poses a significant challenge for students, parents, teachers, <br /> and literacy advocates; and <br /> WHEREAS, Friends of the Library—Waikoloa Region, in an effort to mitigate against <br /> the summer slide, is hosting a summer reading program for groups of students moving into the <br /> fifth, sixth, and seventh grades in the 2023-2024 school year; and <br /> WHEREAS, Friends of the Library—Waikoloa Region is an affiliate 501(c)(3)nonprofit <br /> organization of Friends of the Library of Hawaii providing community literacy programs in <br /> general and specifically advocating for the construction of a regional public library for the <br /> benefit of Waikoloa students, parents, and families; and <br /> WHEREAS, Friends of the Library—Waikoloa Region is requesting funding assistance <br /> to help purchase the necessary supplies, including fliers, refreshments, graphic novels, and other <br /> reading materials, for its summer reading program; and <br /> WHEREAS, the Department of Liquor Control supports this project as it is in keeping <br /> with the goals and objectives of the department to support public programs that promote <br /> educational activities in a drug- and alcohol-free environment; and <br /> WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 9 will be appropriated to the Department of <br /> Liquor Control to provide a grant to Friends of the Library—Waikoloa Region to assist with <br /> expenses related to its annual summer reading program. <br />
