A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING THE SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF THE
LIBRARY – WAIKOLOA REGION TO ASSIST WITH EXPENSES RELATED TO ITS ANNUAL SUMMER READING PROGRAM.
WHEREAS, the risk of summer slide, wherein a portion of the math and reading comprehension skills that students learned during the school year is lost over the summer break, is major
form of learning loss and poses a significant challenge for students, parents, teachers, and literacy advocates; and
WHEREAS, Friends of the Library – Waikoloa Region, in an effort to mitigate against the summer slide, is hosting a summer reading program for groups of students moving into the fifth,
sixth, and seventh grades in the 2023-2024 school year; and
WHEREAS, Friends of the Library – Waikoloa Region is an affiliate 501(c)(3) nonprofit organization of Friends of the Library of Hawai‘i providing community literacy programs in general
and specifically advocating for the construction of a regional public library for the benefit of Waikoloa students, parents, and families; and
WHEREAS, Friends of the Library – Waikoloa Region is requesting funding assistance to help purchase the necessary supplies, including fliers, refreshments, graphic novels, and other
reading materials, for its summer reading program; and
WHEREAS, the Department of Liquor Control supports this project as it is in keeping with the goals and objectives of the department to support public programs that promote educational
activities in a drug- and alcohol-free environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 9 will be appropriated to the Department of Liquor Control to provide a grant
to Friends of the Library – Waikoloa Region to assist with expenses related to its annual summer reading program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:
