SOLUTION NO.
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO VIBRANT HAWAII
FOR ITS CAPACITY BUILDING PROGRAM.
WHEREAS, Vibrant Hawaii is a 501(c)(3) nonprofit organization that is dedicated to
creating opportunities for vulnerable, or moderate and low-income families and children by
providing educational and cultural services,programs, and support; and
WHEREAS, Vibrant Hawaii seeks to initiate a Capacity Building Program to support
Ka`u and South Kona nonprofits with drafting grant proposals, assisting with application
processes, financial planning, and identifying resources; and
WHEREAS, Vibrant Hawaii is requesting funds to contract services in the community
to work with nonprofit groups to assess the needs of individual nonprofits and provide
individualized services based on need; and
WHEREAS, Vibrant Hawai`i's Capacity Building Program would provide facilitative
services to the Ka`d and South Kona nonprofit community for approximately ninety days; and
WHEREAS,this program falls within the mission of the Department of Research and
Development as it provides technical assistance to local nonprofit organizations; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program,project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 6 will be appropriated to the Department of
Research and Development to provide a grant to Vibrant Hawaii for its Capacity Building
Program.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transferred/appropriated the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
