i <br /> i <br /> I <br /> COUNTY OF HAWAF1 STATE OF HAWAFI <br /> i <br /> RESOLUTION NO. 133 At„ 3 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HONDA <br /> HONGWANJI MISSION OF HAWAII TO COMPLETE A FILM DOCUMENTARY ON <br /> SUGAR PLANTATION LABOR ORGANIZER, KATSU GOTO. <br /> WHEREAS, Honpa Hongwanji Mission of Hawaii, dba Honoka`a Hongwanji Mission, <br /> is a 501(c)(3) nonprofit organization that supports the diverse cultural heritage of the people of <br /> the Hdmdkua district; and <br /> WHEREAS, Honoka`a Hongwanji has formed the Katsu Goto Memorial Committee, led <br /> by Patsy Iwasaki of Hilo, to recognize the life and accomplishments of Katsu Goto; and <br /> WHEREAS, Katsu Goto arrived in Hawaii from Japan in 1885 on the first ship of <br /> contract laborers to work in the sugar plantations and served out his three-year contract on the <br /> Hdmdkua and North Hilo coast; and <br /> WHEREAS, when Katsu Goto opened a general store in Honoka`a in 1888 he emerged <br /> as a leader in the Japanese community in Hawaii, serving as a voice for sugar workers and a <br /> translator between workers and plantation managers in labor disputes; and <br /> WHEREAS,the circumstances surrounding the shocking murder of Katsu Goto on the <br /> night of October 28, 1889, and the subsequent manslaughter convictions of the four men <br /> responsible for his death marked an early turning point for the organization of plantation labor <br /> and the eventual establishment of labor unions in Hawaii; and <br /> WHEREAS, Patsy Iwasaki promoted the story of Katsu Goto with a graphic novel titled <br /> "Hdmdkua Hero: A True Plantation Story" and an exhibit at the Bishop Museum; and <br /> WHEREAS, in 2017 the Katsu Goto Memorial Committee began work on an hour-long <br /> documentary about Goto's life in Japan and Hawaii, his tragic death,the aftermath, his legacy, <br /> and the themes of human rights, race, immigration, power, and plantation life; and <br /> WHEREAS, although production for this documentary was completed, post-production <br /> was halted in January 2018 when director and editor Danny Miller passed away; and <br />
