J-28 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GRASSROOTS <br /> COMMUNITY DEVELOPMENT GROUP FOR EXPENSES RELATED TO THE 2023 <br /> HILO LEI DAY FESTIVAL. <br /> WHEREAS, the Grassroots Community Development Group (GCDG) is a 501(c)(3) <br /> nonprofit organization whose mission is to strengthen our communities though the cooperative <br /> development of programs and services for East Hawaii; and <br /> WHEREAS, GCDG, as a fiscal sponsor, is collaborating with He Mo`olelo Ko ka Lei on <br /> logistics for the 2023 Hilo Lei Day Festival, which is a free event scheduled to be held on <br /> May 1, 2023, at Kaldkaua Park in Hilo; and <br /> WHEREAS, the 2023 Hilo Lei Day Festival is a community event that promotes the <br /> preservation of values and building bridges for diversity through the culture of lei-making; and <br /> WHEREAS, GCDG is requesting funds to assist with supplies and equipment rentals for <br /> the 2023 Hilo Lei Day Festival; and <br /> WHEREAS, the Department of Parks and Recreation supports organizations and <br /> programs that meet the needs of the community while maintaining the cultural uniqueness of <br /> Hawai`i's rich heritage, diversity, and the aloha spirit; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 3 will be appropriated to the Department of <br /> Parks and Recreation to provide a grant to GCDG for expenses related to the 2023 Hilo Lei Day <br /> Festival at Kalakaua Park. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br /> transfers/appropriates the following amount as set forth below: <br />
