HomeMy WebLinkAboutRES 133 Draft 01 2022-2024 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HONPA HONGWANJI MISSION OF HAWAI‘I TO COMPLETE A FILM DOCUMENTARY ON SUGAR PLANTATION LABOR ORGANIZER, KATSU GOTO. WHEREAS, Honpa Hongwanji Mission of Hawai‘i, dba Honoka‘a Hongwanji Mission, is a 501(c)(3) nonprofit organization that supports the diverse cultural heritage of the people of the Hāmākua district; and WHEREAS, Honoka‘a Hongwanji has formed the Katsu Goto Memorial Committee, led by Patsy Iwasaki of Hilo, to recognize the life and accomplishments of Katsu Goto; and WHEREAS, Katsu Goto arrived in Hawai‘i from Japan in 1885 on the first ship of contract laborers to work in the sugar plantations and served out his three-year contract on the Hāmākua and North Hilo coast; and WHEREAS, when Katsu Goto opened a general store in Honoka‘a in 1888 he emerged as a leader in the Japanese community in Hawai‘i, serving as a voice for sugar workers and a translator between workers and plantation managers in labor disputes; and WHEREAS, the circumstances surrounding the shocking murder of Katsu Goto on the night of October 28, 1889, and the subsequent manslaughter convictions of the four men responsible for his death marked an early turning point for the organization of plantation labor and the eventual establishment of labor unions in Hawai‘i; and WHEREAS, Patsy Iwasaki promoted the story of Katsu Goto with a graphic novel titled “Hāmākua Hero: A True Plantation Story” and an exhibit at the Bishop Museum; and WHEREAS, in 2017 the Katsu Goto Memorial Committee began work on an hour-long documentary about Goto’s life in Japan and Hawai‘i, his tragic death, the aftermath, his legacy, and the themes of human rights, race, immigration, power, and plantation life; and WHEREAS, although production for this documentary was completed, post-production was halted in January 2018 when director and editor Danny Miller passed away; and WHEREAS, a new director and editor from Oahu with roots on Hawai‘i Island was selected to film additional community footage and to complete production of this documentary; and WHEREAS, the Honpa Hongwanji Mission of Hawai‘i, dba Honoka‘a Hongwanji Mission is requesting additional funds to compensate new director of photography, for film rendering and development, and postproduction to complete the documentary; and WHEREAS, the Department of Research and Development supports the development of the local film industry to showcase the history, places, and communities of Hawai‘i Island; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 3 will be appropriated to the Department of Research and Development to provide a grant to Honpa Hongwanji Mission of Hawai‘i, dba Honoka‘a Hongwanji Mission to complete a film documentary on sugar plantation labor organizer, Katsu Goto. BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below: FUND: General       AMOUNT OF APPROPRIATION:  $4,000       OUT AND FROM:    010.101.5101.91 Clerk-Council SVC – Contingency Relief $4,000      CREDITED TO:    010.161.5163.18 Department of Research and Development $4,000   Big Island Film Office – R&D    115 Misc. Contract Services    (Honoka‘a Hongwanji Mission – Katsu Goto documentary)    BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Research and Development and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
