A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GRASSROOTS COMMUNITY
DEVELOPMENT GROUP FOR EXPENSES RELATED TO THE 2023 HILO LEI DAY FESTIVAL.
WHEREAS, the Grassroots Community Development Group (GCDG) is a 501(c)(3) nonprofit organization whose mission is to strengthen our communities though the cooperative development of
programs and services for East Hawaiʻi; and
WHEREAS, GCDG, as a fiscal sponsor, is collaborating with He Mo‘olelo Kō ka Lei on logistics for the 2023 Hilo Lei Day Festival, which is a free event scheduled to be held on May 1, 2023,
at Kalākaua Park in Hilo; and
WHEREAS, the 2023 Hilo Lei Day Festival is a community event that promotes the preservation of values and building bridges for diversity through the culture of lei-making; and
WHEREAS, GCDG is requesting funds to assist with supplies and equipment rentals for the 2023 Hilo Lei Day Festival; and
WHEREAS, the Department of Parks and Recreation supports organizations and programs that meet the needs of the community while maintaining the cultural uniqueness of Hawai‘i’s rich heritage,
diversity, and the aloha spirit; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 3 will be appropriated to the Department of Parks and Recreation to provide
a grant to GCDG for expenses related to the 2023 Hilo Lei Day Festival at Kalākaua Park.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:

is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
