Re: Operating Budget
The County of Hawaii has been awarded $965,600 in federally derived funds from the
State of Hawaii, Department of Labor and Industrial Relations as part of the Quality
Jobs, Equity, Strategy, and Training Disaster Recovery National Dislocated Worker
Grant. The purpose of this grant is to assist individuals that have been adversely affected
by the COVID-19 pandemic and the social and economic inequities that it exacerbated, to
enter, return to, or advance in high-quality jobs that are safe, sustainable, stable,
equitable, and support worker voice in the workplace.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed
is a bill for an ordinance amending the Operating Budget by appropriating $965,600 to
the Department of Research& Development's "QUEST Disaster Recovery" account.

A. REQUEST:
A Resolution is requested authorizing County (via the Department of Research and Development)to enter
into agreement with the State of Hawaii Department of Labor and Industrial Relations (DLIR)to receive
QUEST DWG grant funds in the amount of$965,600.00 to assist individuals who have been adversly
affected by the COVID-19 pandemic and the social and economic inequities that it exacerbated, to enter,
return to, or advance in high-quality jobs that are safe, sustainable, stable, equitable, and support workers
voice in the workplace.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The U.S. Department of Labor awareded a QUEST (Quality Jobs, Equity, Strategy, and Training)grant of
$10,595,171.00 to the State of Hawaii Department of Labor and Industrial Relations for a two-year period
beginning September 26, 2022 and ending September 30, 2024. The QUEST grant identified entitites to
carry out specific facets of the program.
In addition, QUEST grant should help dislocated workers and other eligible participants, including
underserved and historically marginalized individuals, develop economic resilience to future economic
shocks through employment, training, and entry into high-quality jobs, espeically in growing and critical
industries.
Per QUEST BULLETIN NO. 03-23, $965,600.00 is allocated to County of Hawaii to service 35 participants.
