�Q1M�Y'.®F'k4!y <br /> COUNTY OF HAWAIIIie° i# STATE OF HAWAIII <br /> I <br /> ,ra of°wr'°6 <br /> 3 <br /> RESOLUTION N . <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF <br /> FIRST RESPONDERS FOR EXPENSES RELATING TO CRITICAL INCIDENT <br /> STRESS MANAGEMENT TRAINING. <br /> WHEREAS, Friends of First Responders (FOFR) is a 501(c)(3) nonprofit organization <br /> whose purpose is to support the health and wellness of first responders and their families; and <br /> WHEREAS, FOFR works in collaboration with our island first responder agencies, <br /> including but not limited to, law enforcement, fire, emergency medical services, corrections, <br /> sheriffs, park rangers, and Civil Defense; and <br /> WHEREAS, FOFR provides Critical Incident Stress Management (CISM) training for <br /> first responders whose lives are affected by their work experience by identifying and processing <br /> work-related stress, including post-traumatic stress injury due to traumatic incidents on the job; <br /> and <br /> WHEREAS, FOFR's multi-agency CISM training to be held on June 28, 29, and 30, <br /> 2023 in Waimea, intends to assemble a variety of first responders to implement specialized <br /> components to mitigate the impact of a traumatic event, accelerate the recovery process, and <br /> provide useful crisis intervention strategies in the aftermath of such events; and <br /> WHEREAS, FOFR is requesting funds to help pay for expenses to implement the CISM <br /> training, which expenses include but are not limited to trainer and educational material fees, and <br /> other related costs; and <br /> WHEREAS, one of the goals of the Hawaii Police Department is to provide support for <br /> peer units and personnel in responding to critical incidents as first responders; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 1 will be appropriated to the Hawaii Police <br /> Department to provide a grant to the Friends of First Responders for expenses relating to its <br /> Critical Incident Stress Management training. <br />
