A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF FIRST RESPONDERS FOR EXPENSES RELATING TO CRITICAL INCIDENT STRESS MANAGEMENT TRAINING. WHEREAS, Friends of First Responders (FOFR) is a 501(c)(3) nonprofit organization whose purpose is to support the health and wellness of first responders and their families; and WHEREAS, FOFR works in collaboration with our island first responder agencies, including but not limited to, law enforcement, fire, emergency medical services, corrections, sheriffs, park rangers, and Civil Defense; and WHEREAS, FOFR provides Critical Incident Stress Management (CISM) training for first responders whose lives are affected by their work experience by identifying and processing work-related stress, including post-traumatic stress injury due to traumatic incidents on the job; and WHEREAS, FOFR's multi-agency CISM training to be held on June 28, 29, and 30, 2023 in Waimea, intends to assemble a variety of first responders to implement specialized components to mitigate the impact of a traumatic event, accelerate the recovery process, and provide useful crisis intervention strategies in the aftermath of such events; and WHEREAS, FOFR is requesting funds to help pay for expenses to implement the CISM training, which expenses include but are not limited to trainer and educational material fees, and other related costs; and WHEREAS, one of the goals of the Hawaii Police Department is to provide support for peer units and personnel in responding to critical incidents as first responders; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 1 will be appropriated to the Hawaii Police Department to provide a grant to the Friends of First Responders for expenses relating to its Critical Incident Stress Management training. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transferred/appropriated the following amount as set forth below: • FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC—Contingency Relief $5,000 CREDITED TO: Police Department $5,000 010.201.5215.05 Training Account 104 Travel/Conferences (Friends of First Responders—CISM training) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Chief of Police and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
