No. 136/Bill No. 31 Your Committee on Finance, to which was referred Bill No. 31, reports as follows: Bill No. 31, transmitted by Mayor Mitchell D. Roth, via Communication No. 136 dated March 1, 2023, transmits the proposed Capital Budget for Fiscal Year 2023-24, and the Capital Improvements Program for the next six years from Fiscal Year 2023-2024 to 2028-2029, which includes 44 projects requiring a total appropriation of $345,478,000 of which $291,041,000 are intended to be funded in whole or part by bonds, $18,867,000 to be funded by Federal Grants, $34,650,000 to be funded by the State Revolving Loan Fund or State Capital Improvement Projects, and $920,000 to be funded by General Excise Tax. This bill includes the Mayor's transmittal letter that describes "Funding Sources," "Debt Service," "Capital Improvement Project," "Project Data/Financial Impact Statements," and "Fair Share Contributions." On May 16, 2023, pursuant to Section 10-4 of the Hawai `i County Charter, the Council will conduct a public hearing on the proposed Operating and Capital Budgets at the Hawaii County Building in Hilo and provided videoconferencing at the West Hawaii Civic Center in Kailua-Kona. On April 11, 2023, Mayor Mitchell D. Roth presented this proposed budget on the first day of the Departmental Budget and Program Reviews. On April 11, 12, and 13, 2023, Your Committee reviewed the proposed Operating and Capital Budgets during the Departmental Budget and Program Reviews, then moved to Council with a positive recommendation to be heard on May 18, 2023. County Clerk Jon Henricks confirmed that pursuant to Section 10-2(a)(5) of the Hawaii County Charter, the Mayor will be submitting an amended budget on May 5th before proceeding with amendments. Amendments, if any, may be transmitted for consideration at or prior to first reading at the May 18, 2023, Special Meeting of the Council.
