Re: Agreement with State of Hawaii Department of Human Services
Enclosed is a resolution to enter into an agreement with the City of Lancaster, a
California municipal corporation and charter city, and Namie Town, in Fukushima
Prefecture, Japan to establish the "Pacific Hydrogen Alliance" (PHA) where parties will
work together to implement hydrogen project deployment to advance towards a hydrogen
society.
The Department of Research and Development requests that a breach be authorized to
submit this resolution after the April 14, 2023 submission deadline, and to waive it from
the Finance Committee in order to be placed on the May 3, 2023 Council agenda. If
there are any questions,please do not hesitate to call Douglass Adams of the Department
of Research and Development at 961-8368.

RE: Resolution No. 163-23 RESOLUTION AUTHORIZING THE
MAYOR TO ENTER INTO AN AGREEMENT WITH THE CITY OF LANCASTER

AND NAMIE TOWN PURSUANT TO HRS 46-7, TO FORM THE PACIFIC I
HYDROGEN ALLIANCE.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing 3
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
