COUNTY' S COMPREHENSIVE EMERGENCY MANAGEMENT PLAN
Aloha Council Members and Mr. Magno,
I lived on my 10-acre aquaculture farm in Kapoho when the eruption and lava flow covered the community.
I evacuated on May 29, 2018 after having evacuated 150 cats, 16 dogs, 2 roosters, and about 20,000 opae ula from my
warm pond during the prior two weeks.
These were the most critical issues:
--Communications were shut off with the cell tower being damaged by lava and no mobile tower replaced it although it
was entirely possible. I had to drive to 4-corners to ask the National Guard officers what was going on.
Water lines and electricity were cut off by lava just prior to two weeks before mandatory evacuation. We had nothing
for at least TWO WEEKS before the mandatory evacuation. Two weeks without communications and not knowing what
was happening.
--The threat of isopentane explosion was imminent until Gov. Ige stepped in and commanded the isopentane be
removed. If this explosive chemical had remained and had been ignited,the explosion would have damaged/covered a
10 mile radius according to experts.
--There were not enough roads for a heavy evacuation. Fortunately, many residents evacuated voluntarily beforehand.
--There was no communication or plan for the animals. Many animals died because the owners had to release them
because there was no time for evacuation. Most of these animals died because when the lava came,there was no place
to run.
It is not an IF but WHEN will disaster hit'again. a
We must be ready.
The plan must be communicated in advance.

What is the plan for communications if cell towers are cut off? x
What is the plan for more roads to exit vulnerable areas?
