It presented the promise of safe streets and a return to past days where Hilo had a 'main street'that attracted community and was a vibrant thriving economic hub. It was adopted in 2018 by the County. There have been codes of law serving as directives that all future street design improve road safety. Mayor Kim established the'Vision Zero' initiative and a County Taskforce to implement measures that improve road safety. He was responding to a nationwide call to all-Mayors to improve the current National death toll of 42,000 who are killed on our streets and roads . Our economic metrics here in East Hawaii are some of the nations worst according to the latest census data. By all measures the responsibility lay on Planning and Public Works to improve our street according to the Multi Modal Master Plan . We are left with many questions why such a failure has occurred .
