Aloha and thank you for allowing me to submit testimony on Bill 32.
I OPPOSE Bill 32 and ask that the bill be tabled until appropriate wording is decided upon. -5

I oppose Bill 32 because as a nonprofit fundraising professional, I understand just how hard it is for nonprofits to raise
funds not only for their programs but for the critical infrastructure that goes into creating and sustaining those
programs. Everyone knows that a small business can't run without lights, insurance, and employees-- how is a nonprofit
any different?We recite a mantra of"shop local"and "support small businesses,"yet threaten to take away one of the
few ways that nonprofits can pay for those critical items that help keep them operating. It's already a huge challenge
finding private funders that allow for administrative costs to be covered;why would our own county government not
want to support a nonprofit's ability to SERVE their community in the most effective way possible? Nonprofits have
proven over and over again that they step in and help fill in the gaps to the community that local government cannot.
Case in point, the tremendous amount of time, money, and effort that local animal rescues have had to contribute-
most on shoestring budgets-while the county's animal services restructured.
I not only oppose this bill, I strongly support the Administrative Allowance for county grants be RAISED to a minimum of
15%,which is more reflective of the industry norm.
