Subject: Opposition of Bill 32
Dear Honorable Members of the Legislative Assembly,
I am writing to express my strong opposition to Bill 32. While I understand the need to clarify the appropriate use of
public funds, the proposed changes to Chapter 2 of the County Code could have unintended and potentially harmful
consequences for the many nonprofit organizations that serve our community.
The addition of language that restricts the use of public funds for the repayment of debts could have a devastating
impact on nonprofits that rely on grants to sustain their operations.These organizations often use grant funds to pay off
debts incurred in the course of providing essential services to our community.Without the ability to use public funds for
this purpose, many of these organizations may be forced to close their doors, leaving vulnerable populations without
critical support.
Moreover, the proposed removal of the 10%administrative allowance could create an undue burden on nonprofits that
already operate on limited budgets.This allowance is crucial for covering indirect costs associated with running a
nonprofit, such as rent, utilities, and office supplies. Without it, many nonprofits would struggle to maintain the
infrastructure necessary to continue providing essential services to our community.
In light of these potential unintended consequences, I urge you to reconsider the proposed changes in Bill 32 and work
with stakeholders to find a solution that balances the appropriate use of public funds with the critical needs of
nonprofits to continue providing essential services to our community.
