Subject: Opposition of Bill 32
Dear Members of the Legislative Assembly,
I am writing to express my strong opposition to Bill 32. While 1 understand the intention to clarify the appropriate use of
public funds, the proposed changes to Chapter 2 of the County Code could have unintended and harmful consequences
for nonprofit organizations in our community.
Specifically,the addition of language that restricts the use of public funds for the repayment of debts could have a
devastating impact on nonprofits that rely on grants to sustain their operations. Many nonprofits use grant funds to pay
off debts incurred in the course of providing essential services to our community. Without the ability to use public funds
for this purpose,these organizations could be forced to close their doors, leaving vulnerable populations without critical
support.
Additionally, the proposed removal of the 10%administrative allowance could create an undue burden on nonprofits
that already operate on shoestring budgets.This allowance is essential for covering indirect costs associated with
running a nonprofit, such as rent, utilities, and office supplies.Without it, many nonprofits would struggle to maintain
the infrastructure necessary to continue providing vital services to our community.
Overall, I believe that the changes proposed in Bill 32 could have severe and unintended consequences for the nonprofit
sector in our community. I urge you to reconsider this bill and work with stakeholders to find a solution that balances
the appropriate use of public funds with the needs of nonprofits to continue providing essential services to our
community.
