I am writing to express my strong opposition to Bill 32. While I appreciate the effort to clarify the appropriate use of
public funds, the proposed changes to Chapter 2 of the County Code could have unintended and adverse effects on the
nonprofit organizations that serve our community.
The inclusion of language that prohibits the use of public funds for the repayment of debts could be catastrophic for
nonprofits that rely on grants to sustain their operations. Many of these organizations use grant funds to pay off debts
incurred in the course of providing essential services to our community. Without the ability to use public funds for this
purpose, these organizations may be unable to meet their obligations,jeopardizing their ability to serve vulnerable
populations.
Furthermore, the proposed removal of the 10°1 administrative allowance could place an undue burden on nonprofits
that already operate on limited budgets.This allowance is essential for covering indirect costs associated with running a
nonprofit, such as rent, utilities, and office supplies. Without it, many nonprofits would struggle to maintain the
infrastructure necessary to continue providing essential services to our community.
Considering the potential adverse consequences for the nonprofit sector, I urge you to reconsider the proposed changes
in Bill 32 and work with stakeholders to find a solution that strikes a balance between the appropriate use of public
funds and the needs of nonprofits to continue providing critical services to our community.
