Dear Mayor Roth,
I am writing to express my support for the request to include a line item for funding in the 2023-2024
budget to pay for an Environmental Impact Statement or an Environmental Assessment and engineering
plans to construct one mile of the sewer line along Alii Drive from Kahalu'u Beach (at Makolea St.)to
Queen Kalama.
This corridor is located within the State Land Use Urban Boundary and the Kona Urban Area.
According to the Kona Community Development Plan: "Urban Area. Most of the future growth in
Kona will be directed to an Urban Area (UA) defined in the Official Kona Land Use Map(Figure 4-
7). "
Therefore, proposals for high-density urban development within this area are to be given priority. But
the County bears the responsibility to plan for, fund, and establish adequate public infrastructure to
accommodate existing and future high-density urban development within the urban boundary.
In recognition of this responsibility,the Kona Community Development Plan adopted as an Ordinance
in 2008, identified the need to develop a sewer plan to service the Kahalu'u area.
Policy PUB-4.4: Sewer Priorities. In order to protect the nearshore water quality, the requirement to
hookup to the County sewer system (HCC Section 21-5) shall be strictly enforced. The highest priority in
expanding the sewer system within the Kona Urban Area shall be to service any shoreline properties
that do not have access to a public sewer system and then to service lots within approximately I mile of
the shoreline.
Action PUB-4.4b:Develop a sewer plan to service the Kahalu'u area (DEM, 3-5).
Reliance on private septic systems is not a responsible alternative to an urban sewer system. Septic
systems can pollute the surrounding ecosystem if not properly maintained by private property owners
and/or if they are located at unsafe densities.
