Testimony; Cimdy.Evans@hawaiicounty.gov Subject: Fwd: URGENT-Email needed for KAHALU'U LINE ITEM at County Counql"13udq,' is week k .w, HELP PROTECT KAHALU'U BAY! " Aloha- There are 69 cesspools and 14 septic tanks along Alii Drive and more mauka in the Kahalu'u area. There are no sewer lines for 1-mile in Ali'i Drive from Kahalu'u Beach (at Makolea St.)to Queen Kalama. Sewage pollutes the ocean when it seeps through the porous volcanic/sand at high tides. Septic tanks are not the answer, the leach lines put urine and polluting household chemicals directly into the soil. Septic tanks can fill up at king tides or tsunamis and overflow. The best way to protect the bay is to get the 1-mile of sewer line "shovel-ready" so that the County can apply for funding. This means funding the Environmental Impact Statement or Environmental Assessment and engineering studies to figure the project cost. This must be done this year to get the project"shovel ready". Email me for a map of the 1-mile part of Alii with no sewers that shows cesspools and septics. Please include a line item forKahalu'u Bay to provide funding in the 2023-24 budget to qet an Environmental Assessment and engineering plans to construct the sewer line We have been talking to elected officials for more than 20 years, through 4 administration changes. Now is the time to get this done!! Aloha County Council members, Mayor Mitch Roth, Director of Environmental Management Ramzi Mansour, Director of Finance Deanna Sako and Deputy Managing Director Robert Command, Please include a line item for Kahalu'u Bay with ample funding in the 2023-2024 budget to pay for an Environmental Impact Statement or an Environmental Assessment and engineering plans to get this one mile of sewer line "shovel-ready", to apply for federal and state funding. Please protect the health of the people and the ocean environment on our island by replacing cesspools and septics now!
