Bill 194 addresses a common complaint among West Hawaii residents-that applicants, once approved, easily get time
extensions,without regard to how conditions changed in the intervening years-and that could be decades.
One person or one dept. should NOT have the authority to authorize extensions, as that can lead to corruption,
favoritism, etc. All too often here, people in those roles have ties to the construction/development industry. By having
the Council as the decision maker,you are allowing for transparency, discussion and hopefully, enough input from the
Community that will make for the best decision for West Hawaii as a whole and not a single entity.
