Subject: Bill 194 before County Council April 19
Members of the Hawaii County Council,
Bill 194 is an important step in returning the control of government policy to the People of
Hawaii. The mayor's position that the People and the Council lack the expertise to make judgments
in this area fails the test of credibility. The Planning Director would continue to have the force of his
presentation and testimony to the Council as would the residents of the County. The Council's duty
would be to weigh those statements and make decision. This should be among the functions of the
Council, as was it's responsibility to ratify the original proposal. This will create a sense of force to the
realization of the original obligations, which is clearly in the Public's interest. -
