TESTIMONY in Favor of Bill 194
Mayor Roth has failed the people of Hawaii Island - again. By vetoing Bill 194, Roth is
ignoring the will of the Island's residents, who are represented by the County Council.
This Bill would end the current abhorrent practice that allows the Planning Director to
have the sole authority to grant Extensions to Developers' projects - even if zero work
has commenced. on the project in 30-40 years, and even if the Council recommends
otherwise.
Roth would prefer to have his own handpicked Planning Director, Zendo Kern, former
Consultant to Hawaii Island Developers, who is unqualified by education and experience,
to have the power to extend the Developers' deadlines. Which, by the way, are not
"deadlines" since in practice they are unilaterally extended anyway. What a team!
The ENTIRE Council agreed on this Bill 194, and that sends a very strong message. Roth
needs to be reminded that the Council represents the residents of Hawaii Island. He may
also need to be reminded that he, too, represents the residents of Hawaii Island. That is
the job he wanted, and he got it. Now he should do it.
