Mahalo for this opportunity to comment. I am asking you to vote to override Mayor Roth's veto of Bill 194:., {Iayor:Rgth
was mistaken when he said that the system is working fine as it is. It is not!

The Planning Director and department claim that each extension is reviewed as if it were a new one, but this is not true.
The cumulative impact of each rezone and extension is not considered. Multiple extensions-some over decades! -have
resulted in many hundreds of unbuilt pending housing units--very few of them affordable--and with no real
consideration regarding subsequent developments, climate change, updated archeological and cultural awareness,
impacts on wastewater,freshwater, runoff and ocean health,traffic, et cetera. If extension applications truly were
treated as a new application,then contested case hearings would be allowed--giving the people a voice on a project
perhaps first approved in their small kid time!
If a rezone and subdivision is approved, a commercial developer should be ready to build it when they said they would.
If they don't,then pau.
If an `ohana applies for a very small family lot division and then needs more time, I think it is highly doubtful any County
Council would say no!
Please vote in Support of Bill 194--please give the people of Hawai'i Island back their voice.
