RESOLUTION NO. 1.69 23
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HOPE SERVICES
HAWAII, INC.,TO SUPPORT THE HAWAII KEIKI RODEO EVENTS.
WHEREAS, HOPE Services Hawai`i, Inc., is a 501(c)(3)nonprofit organization that
brings to life gospel values of justice, love, compassion and hope through service, empowerment,
and advocacy; and
WHEREAS, Hawai`i Keiki Rodeo Association(HKRA) promotes the rodeo sport for
youth(18 and under) and preserves the Paniolo lifestyle for the keiki of Hawaii Island; and
WHEREAS, HOPE Services Hawai`i, Inc., is working with HKRA to empower and
support the paniolo culture and history of Hawaii Island by hosting four youth rodeo events at
the Alvin Cabral Rodeo Arena with the finals being held on June 3, 2023; and
WHEREAS, these keiki rodeo events will be drug- and alcohol-free family-friendly
events that attract residents from around the island; and
WHEREAS, HOPE Services Hawai`i, Inc., is requesting funds to purchase a storage
station and maintenance equipment and supplies for this event; and
WHEREAS,the Department of Liquor Control supports public programs that promote
drug- and alcohol-free events that enrich the lives of community members; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program,project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Liquor Control to provide a grant to HOPE Services Hawai`i, Inc., to purchase a storage station
and maintenance equipment and supplies for the Hawaii Keiki Rodeo Association events.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
