Aloha All,
I sent the testimony below to the general Council testimony email. To ensure that each of you received it, I am sending it to
each member's address as well. Also, I would like to add that attempts to pursue technology by political means usually causes
unintended consequences. The latest debacles of Hu Honua and the Honolulu rail are examples of politicians pushing ideas
without regard for resulting impacts to the health,safety,and welfare of our society.
Please vote no on res 163-23.

Aloha Honorable Council Members,
I oppose resolution 163-23 and request that you do more study and research before supporting something this open ended on
just one reading. The resolution apparently gives the Mayor authority to execute significant agreements without further
Council approval.
When I was told about this resolution, I didn't fully believe what I was told,so I searched it out and was surprised to see that it
was far worse than I was told.
With all of the important issues that the people of the Big Island have in regards to infrastructure, cost of housing and food,
crime prevention,protection of our fragile ecosystem,food and drug availability, and many other needs,why in the world
would you be considering this ill defined effort for moving toward a "hydrogen society". Does anyone even know what this
means? If you do, maybe you should explain it to your constituents before you vote on this.
I urge you to vote no on res 163-23 and put it aside until more details are provided.
