Your Committee on Finance, to which was referred Resolution No. 159-23, reports as follows:
Resolution No. 159-23, transmitted by Finance Director Deanna Sako, via Communication No. 263
dated April 14, 2023, authorizes the Mayor to enter into an agreement with the State of Hawaii
Department of Labor and Industrial Relations, pursuant to Hawaii Revised Statues Section 46-7, for a
grant to the Hawaii County Research and Development Department.
This resolution allows for the receipt of$965,600 in federally-derived funds, which would be
used to assist individuals that have been adversely affected by the COVID-19 pandemic to enter,
return to, or advance in high quality jobs.
Committee Member Ashley L. Kierkiewicz invited newly appointed Research and Development Deputy
Director Frecia Cevallos to provide background on this measure.
Acting Committee Chair Michelle Galimba congratulated Ms. Cevallos on her new appointment.
Committee Member Matt Kaneali`i-Kleinfelder commented on his excitement to work with
Ms. Cevallos and asked her to provide the definition of WIOA for the public to which she replied,
WIOA stands for Workforce Investment and Opportunity Act.
Pursuant to Section 46-7, Hawaii Revised Statutes, the Mayor of the County of Hawaii is authorized to
execute, on behalf of the County, this and all future agreements and related documents with the State of
Hawaii Department of Labor and Industrials Relations as indicated above.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 159-23, and
recommends its adoption.
