Your Committee on Finance,to which was referred Bill No. 45,reports as follows:
Bill No. 45,transmitted by Finance Director Deanna Sako,via Communication No. 263 dated
April 14, 2023, amends Ordinance No. 22-63, as amended,the Operating Budget for the County of
Hawaii for the fiscal year ending June 30,2023.
This bill appropriates revenues in the Federal Grants—QUEST(Quality Jobs, Equity, Strategy, and
Training) Disaster Recovery account($965,000); and appropriates the same to the QUEST Disaster
Recovery account. Funds would be used to assist individuals who have been adversely affected by the
COVID-19 pandemic to enter,return to, or advance in high quality jobs.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 45, and recommends its
passage on first reading.
