Subject: Resolution No. 163-23, Draft 2; A Resolution Authorizing the Mayor to Enter
into an Agreement with the City of Lancaster and Namie Town Pursuant to
HRS 46-7, to Form the Pacific Hydrogen Alliance.
Attached is Resolution No. 163-23, Draft 2. Resolution No. 163-23 was amended with the
contents of Communication Nos. 269.2 and 269.3.
The Council voted to suspend Rule No. 23-1(d) of the Rules of Procedure and Organization of
the Council, which requires the holdover of a substantively amended resolution, and adopted
Resolution No. 163-23, as amended to Draft 2, on May 3, 2023.
