Communication 66, please, Mr. Clerk? COMMUNI- The Chair directed the Committee to proceed to the next order of business, CATIONS: Communications. Comm. 66: REQUESTS FORMATION OF AN AD HOC COMMITTEE FOR THE PURPOSE OF: (1) REVIEWING BIANNUAL PROGRESS REPORTS FOR RECIPIENTS OF FISCAL YEAR 2022-23 NONPROFIT GRANTS-IN-AID AWARDS; AND (2) DEVELOPING RECOMMENDATIONS FOR FISCAL YEAR 2023-24 NONPROFIT GRANTS-IN-AID AWARDS From Council Member Susan L. K. Lee Loy, dated January 6, 2023. Postponed: February 7, 2023 LAAC-6 April 4,2023 (Note: There is a motion by Ms. Lee Loy, seconded by Ms. Kierkiewicz, to close file on Comm. 66.) ; and Comm. 66.1: From Finance Director Deanna S. Sako, dated February 22, 2023, transmitting the applications from eligible nonprofit organizations. ; and Comm. 66.2: From Finance Director Deanna S. Sako, dated February 28, 2023, transmitting revised list of nonprofit grant applications. ; and Comm. 66.3: From Legislative Approvals and Acquisitions Committee Chair Holeka Goro Inaba, dated March 23, 2023, transmitting the Ad Hoc Committee's recommendations for grant funding in the amount of$2,497,500 to nonprofit organizations for inclusion in the County of Hawaii Operating Budget for Fiscal Year 2023-2024. ; and Comm. 66.4: From Legislative Approvals and Acquisitions Committee Chair Holeka Goro Inaba, dated March 29, 2023, transmitting Award Graphs as Exhibit B to the recommendations for grant funding to nonprofit organizations. CHR. INABA: Thank you, Mr. Clerk. With the motion already on the floor, and if I could just have some latitude to kind of go over the process that our committee went through. So, in Communication 66.3 on our board, we give a summary of what the process that we went through this year. So, 66.1 is all the eligible applications from Finance that we received; 66.2 was one additional application that was eligible that was missed in 66.1. And this year, everyone on this entire committee was given the opportunity to score the applications with the rubric that we had reviewed prior to the forming of the Ad Hoc. Based on the responses and those who did score; we averaged the scores across all Council Members and totaled them up. Any applications scoring less than 60 percent were removed per our discussion as an entire committee earlier this year. After that, we ranked or sorted all of the applications based on total score and looking at the budget sections as well for, you know, how complete; how responsible budgets were. In the end, the recommendations that have been brought forth by the committee this year stay under the $2.5 million that we have budgeted for this program. Page 2 LAAC-6 April 4,2023 Every eligible organization received at least one application fully funded. There are some organizations that you'll see here that have received more than one award, and that's because everyone got one award, and we went back and went down the list with who had the highest scores. So, really tried to distribute out to make sure everyone did get something funded. If scores were close between organizations; two or three applications, we did go with the higher request to support the organization. If they had submitted more than one application and the scores were really different, we went with the higher scoring application. At this time, I do want to take the opportunity to really mahalo Council Member Lee Loy's office, especially her staff, Shelly, and Jessica, for their help in prepping all of our scoring, rubrics, our forms. That was a really big help, as we continue to try and clean up this process and make it more transparent; make it more fair and have us all be involved. I do want to give Council Member Lee Loy the opportunity in case I missed anything regarding the process. But that was generally what we went through and that's the recommendations before us today in Communication 66.3. Alright and then lastly, 66.4 is just an exhibit. Apologies that we have it separated, it was just a matter of wanting to make sure that the recommendations themselves got onto today's agenda. But we were able to get the pie charts as to distribution by district; the age groups being served, as well as the change categories. So, we know based on the awards that we are proposing where they're being allocated in terms of age, geography, and change category. So, with that if there's any questions regarding the process, we can talk about that. But if not, I'll ask for a postponement of this communication to our April 18'h Committee Meeting in Kona where we can have full discussion and make our final decisions on this year's awards. EVANS: To the testifier that testified earlier and whoever's watching this, I really encourage you to look at these communications, especially the graphic one. Thank you so much for providing the graphs. That is one of the things that someone commented to me the other day when I ran into her, was she likes the fact that we're trying to be more transparent. And I think this is really good for the public to see this. So, I want to thank again, staff, for what they've done. This is really good work. Thank you. CHR. INABA: Thank you, Council Member Evans.
