Re: Operating Budget
Enclosed is a bill for an ordinance increasing by $10,000, the appropriation
amount of $45,000 to $55,000 for the Kokua Ka'u Juvenile Delinquency
Prevention prograzn for the Ka'u Leazning Center, Inc.
Also enclosed is a resolution for amulti-year contract for the same program.
The department would like this bill and resolution to be heard at the Hawaii
County Council meeting to be held on January 5, 2000.

RE: Resolution No. 190-2K Authorizing the payment of funds of a later Fiscal Year
and more than one Fiscal Year for Ka'u Learning Center to continue the
Community-Based Delinquency Prevention Grant Program in Ka'u.
Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.

To increase appropriation in:
10-500-5503.36-115 P&R Admin, Kokua Ka'u Juvenile Delinquency Prevention, Misc Contract
Services - $10,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI:
This will allow the department to receive the full amount of the Federal Grant through the State
of Hawaii Deparhnent of Human Services, Office of Youth Services to fund the Kokua Ka'u
Juvenile Delinquency Prevention program.
The additional revenue will be used to increase the contract amount for the contract with Ka'u
Learning Center, Inc. for the juvenile delinquency prevention program in Ka'u.
