Re: Fiscal Impact Statement for Bill 48
As requested per Chapter 2, Article 4, Section 2-12.7, of the Hawai°i County Code 1983 (2016
Edition, as amended) following is the fiscal impact statement to create a new Office of
Sustainability, Climate, Equity, and Resilience per Bill 48.
Impact on revenue: None known at this time. The bill does propose that the office will apply for
grants to implement this section.
Impact on expenditures: Since this is a new agency, there is currently no funding included in the
budget. We estimate that it would cost approximately $870,756 to run this agency annually.
The costs are estimated as follows:
Salaries and Wages, including overtime of$5,000 $431,326
Operating Costs:
Miscellaneous contracts 100,000
Telephone 10,000
Travel 10,000
Software licenses 10,000
Computer and office supplies 20,000
Equipment:
Computer equipment 11,000
Office equipment and furniture 25,000

Impact on taxes: None at this time, however, funding will be needed to cover the impact on
expenditures. If the office is created, then the expenditures will be taken into account when
creating the budget each year.
Impact on fiscal liabilities: No additional impact.
