SUBJECT: Proposed Amendment to Bill No. 30, Draft 2, the Proposed Operating Budget for
Fiscal Year 2023-2024
Below is a proposed amendment to Bill No. 30, Draft 2, the proposed Operating Budget for fiscal
year 2023-2024, for the purpose of establishing the Office of Sustainability, Climate, Equity, and
Resilience (OSCER). This amendment amends appropriations in the General Fund revenue and
expenditure accounts and establishes new OSCER accounts, as follows:
• Increase the Fund Balance From.Previous Year revenue account by $870,756;
• Increase the Property Mgmt Oce, Rent of Land-Bldgs-Offices expense account in the
amount of$50,000 for a new line item, OSCER Office, for the rental of office space;
• Establish the OSCER S&W(Regular S&W and Overtime S&W) expense accounts in the
amount of$431,326 for the following newly created, unfunded positions:
➢ Sustainability Administrator($105,590)
➢ Communications & Outreach Specialist($80,184)
➢ Data Analysis & Visualization Specialist($80,184)
➢ Policy Analyst($80,184)
➢ Grants Manager($80,184)
• Establish the OSCER OCE(Telephone, Travel/Conferences, Il fisc Contract Services, and
Comp & Office Supplies) expense accounts in the amount of$150,000 for other
comprehensive expenses for OSCER;
• Establish the OSCER Equip (Office Equip-Fixtures-Furnishings, Comp Equip &
Software, and Mise Equip) expense accounts in the amount of$38,000 for various
equipment and furniture for OSCER; and
• Increase the Health Benefits, Retirement Benefits, and Employer FICA expense accounts
in the amounts of$66,498, $102,318 and $32,614, respectively,to cover the fringe
benefits for the five newly created, unfunded OSCER positions.
The above amendments to the General Fund accounts are shown in detail in the table below::
