Dear Chair Kimball and Members of the Hawaii County Council:
It is my pleasure to submit for your confirmation the appointment of Robert Ewbank as
Director for the County of Hawaii Department of Information Technologies, pursuant to
Section 6-4.2 of the Hawaii County Charter. This appointment will be effective at
7:45 a.m. on Tuesday, May 16, 2023.
Mr. Ewbank has over 20 years of technical and supervisory experience in information
technology positions. Robert has been working in the Planning Department where he
has quickly mastered the departmental information technology needs. He worked for
ten years as the lead information technology Administrator for Bucholz Army Airfield on
Kwajalein Atoll as a civilian contractor. Prior to that he held several information
technology leadership roles at companies providing all aspects of information
technology and support for various types of providers. Mr. Ewbank has proven himself in
the county and his extensive experience has prepared him for the DIT Director position.
Mr. Ewbank will serve a term co-terminus with my tenure, which will end on December 2,
2024.
Pursuant to Rule 5(6)(g) of the Rules of Procedures and Organization of the Council of
the County of Hawaii, we respectfully request a waiver of nomination through
committee so that it may be considered by the full County Council on June 7, 2023.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Governmental Operations and External Affairs to the full
Council for immediate action. In reviewing this matter,timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Governmental Operations and External Affairs for
placement on its future agenda.
