REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: May 16, 2023 Re: Comm. No. 271/Res. No. 164-23 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 6:10 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 164-23, reports as follows: <br /> Resolution No. 164-23, transmitted by Committee Member Holeka Goro Inaba, via Communication <br /> No. 271 dated April 26, 2023,proposes the establishment of a water system improvement district for <br /> Iki Place, Kohanaiki Homesteads. <br /> This resolution proposes the development of the "Iki Place Water System Improvements" <br /> pursuant to Resolution No. 634-16 and Section 12-10(c) of the Hawaii County Code, with the <br /> Net Project Costs of$275,000 to be paid by 18 assessed units within the subdivision. <br /> Mr. Inaba thanked former Council Member Karen Eoff for putting this forward while she was in office <br /> in 2016. Her efforts helped to form this resolution and assist in creating this proposed water system that <br /> will benefit so many residents. Mr. Inaba asked Engineering Division Head Kurt Inaba and Ryan <br /> Quitoriano of the Water Resources and Planning Branch to provide some background. <br /> Committee Member Michelle Galimba was curious to know when the water pipeline was installed. <br /> Mr. Inaba and Mr. Quitoriano replied that there are currently no pipelines in this area and that this <br /> resolution would initiate that. <br /> Committee Member Heather Kimball acknowledged that within her district, there is a similar water <br /> issue for the Kukuihaele community and was wondering if this proposed development would work for <br /> that community as well, to which Mr. Inaba replied that they would need to confirm with the USDA <br /> (United States Department of Agriculture). <br /> Committee Member Cindy Evans commented in support and expressed excitement to learn more about <br /> these types of systems. <br /> Committee Chair Matt Kaneali`i-Kleinfelder asked Mr. Inaba why the residents were paying for these <br /> improvements and not the County, to which Mr. Inaba clarified that there is no existing system, so the <br /> residents are initiating this. If this was an old system that needed to be repaired, then they could look at <br /> the County making those improvements. However, because there is no system, the residents are <br /> handling that. <br /> FC Report No. 53 <br />
