Your Committee on Finance,to which was referred Resolution No. 177-23, reports as follows:
Resolution No. 177-23, transmitted by Finance Director Deanna Sako, via Communication No. 292
dated April 28, 2023, authorizes the Mayor to enter into a multi-year agreement with the Office the
Auditor, State of Hawaii.
This resolution authorizes the Mayor to enter into a three-year agreement which would allow the County
to request an audit of the schedule of changes in fiduciary net positions by employer including related
notes to the schedule of the Hawaii Employer-Union Health Benefits Trust Fund and report on census
data to meet the reporting requirements under the Governmental Accounting Standards board.
Finance Director Deanna Sako provided some background.
Committee Member Jenn Kagiwada expressed that she would like the Auditor's Office to be mindful of
their use of plastics, as the report received by the committee had a plastic cover.
Pursuant to Section 46-7, Hawaii Revised Statutes,the Mayor of the County of Hawaii is authorized to
execute, on behalf of the County,this and all future agreements and related documents with the Office
of the Auditor, State of Hawaii.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 177-23, and
recommends its adoption.
