Re: Resolution Transferring Funds
Enclosed is a resolution to transfer $2,500 out of the Department of Parks and
Recreation's OCE account and credit it to the Legislative Contingency Relief account.
Legislative Contingency Relief funds in the amount of$2,500 were transferred to the
Department of Parks and Recreation in order provide a grant to Friends of the Future via
Resolution No. 152-23. These funds were to be used to support the 2023 Waipi`o Valley
Kalo Festival. However, the festival will not be held this year, and the department is
requesting that the funds be returned to the Legislative Contingency Relief account.
The Department of Parks and Recreation requests that this resolution be waived from
Finance Committee and be placed on the June 7, 2023 Council agenda in order to
expedite the transfer of these funds. If there are any questions, please do not hesitate to
call Reid Sewake of the Department of Parks and Recreation at 961-8560.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The contingency grant agreement intended for Friends of the Future with Contingency Relief funds via
Resolution No. 152-23 was not executed because the Department of Parks and Recreation was made aware
that the Waipio Valley Kalo Festival will not be held this year. Therefore,the Department is requesting
funds to be transferred back to the Clerk-Council Svc- Contingency Relief account.
The department requests that this resolution be waived from Finance Committee and proceed directly for
Council's review to help expedite transfer of these funds.

TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE
DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED
FUND ACCOUNTS(S)
Pursuant to Section 2(g) of-Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
