CALL TO The regular meeting of the Committee on Governmental Operations and
ORDER: External Affairs was called to order at 1:00 p.m., in the Council Chambers,
Kailua-Kona, by Ms. Susan L. K. Lee Loy, Vice Chair.

STATEMENTS The Chair directed the Committee to proceed to the next order of business,

PUBLIC ON
AGENDA ITEMS: The Chair called Marcia Brinkley, who registered to speak in support of
Comm. 258, and came forward when called.
ACTING CHR. LEE LOY: If I could ask my colleagues if I wanted to organize
the agenda a little differently and take up our nominees first. And move our
HSAC meeting to be the last item of the agenda. Seeing no objections, Mr.
Clerk Communication 258, please.
Change Order As directed by the Chair and with no objection from the Council Members, the

Comm. 258: NOMINATION OF THOMAS.G. WOJSZYNSKI TO THE VETERANS
ADVISORY COMMITTEE
From Mayor Mitchell D. Roth, dated April 13, 2023, requesting the Council's
review and confirmation.

Vote on Comm. 258: Ms. Galimba moved to recommend confirmation of the
(Approved) nomination of Mr. Thomas G. Woj szynski to the Veterans
Advisory Committee. Seconded by Ms. Kimball and carried
by the following voice vote:
Ayes: Committee Members Evans, Galimba,
Kagiwada, Kierkiewicz, Kimball,
Villegas, and Acting Chair Lee Loy—7.
Noes: None.
Absent: Committee Members Inaba and
Kaneali`i-Kleinfelder—2.
Excused: None.
Executive Assistant to the Mayor Pomaika`i Bartolome came forward
and provided a brief narrative of the nominee's background and
experience. Committee Members spoke in favor of the appointment.
Comm. 259: NOMINATION OF DOROTHY NORRIS TO THE ENVIRONMENTAL
MANAGEMENT COMMISSION
From Mayor Mitchell D. Roth, dated April 13, 2023, requesting the Council's
review and confirmation.
Requires Council
Confirmation by: May 27, 2023 (Section 13-4(k)
Hawai`i County Charter)
Vote on Comm. 259: Ms. Kagiwada moved to recommend confirmation of the
(Approved) nomination of Ms. Dorothy Norris to the Environmental
Management Commission. Seconded by Ms. Villegas and
carried by the following voice vote:
Ayes: Committee Members Evans, Galimba,
Kagiwada, Kierkiewicz, Kimball,
Villegas, and Acting Chair Lee Loy—7.
Noes: None.
Absent: Committee Members Inaba and
Kaneali`i-Kleinfelder—2.
