Subject: OSCER testimony
Honorable Members of the Government Operations and External Affairs Committee,
I am writing to express my strong opposition for Bill 48, which proposes the creation of the Office Sustainability, Climate,
Equity, and Resilience (OSCER) in Hawaii County. I believe this bill is an example of waste and proves how out of touch
our local government is to the plight of their constituents.
First and foremost, there is no benchmark data on how much greenhouse gasses, sea level rise, or any of the numerous
issues this bill aims to address. If the County of Hawaii is looking to effect any actual change it would require specific
measurable goals.
Creating yet another county position, department, and ambiguous all-encompassing bureaucracy will further hinder the
average everyday resident. Meanwhile, our infrastructure continues to crumble, and families are forced to move off-
island as our towns are overrun with crime and drugs.
Obviously, there is no stopping the formation of OSCER.The people of this island are seeing our representatives push
their own agendas and spend our tax money on frivolous projects.
Will we have the ability to walk down the street in Hilo or Kailua-Kona without being harassed by homeless? no. But
thankfully we have an environmental justice department!
