I am writing to support the following comments made by a knowledgeable friend:
First and foremost, I support the idea of an office of sustainability, assuming it would have the authority and resourcess to act
and not just duplicate existing functions and responsibilities other County agencies.
I believe we need the County to clarify the mission priorities of a new agency, and what are the resouce commitments and
authority needed to support the proposed agency's sweeping mission.
The authors further need to do their homework and explain the bill's benefits and risks that justify the creation of an another
agency, ensure it will not be a duplication and/or overlap of other County agencies with similar areas of responsibility.
Will other county agencies willingly forfeit some of their power and budget towards the creation of the new agency, in effect
handing off duplicate areas of responsibility to ensure greater efficiency in the consolidation of some responsibilities into the
new agency,e.g., county R&D? Or is this just more duplication local government effort and costs.
What we have today are County resources and responsibilities addressing climate (vaguely),water(DWS)and power resilency
(currently handed over to Helco as the sole input source guiding policy and County prepardness)and the rest of it further
parsed across muiltple county functions and department silos of responsibility,dupicating some or of these functional areas
envisioned in this bill.
There apoears to lityle tought give in the bill as to assurances a new agency will provide greater public accountibilty and
efficiency.
There are fundamental questions yet to be answered, before we can green light this bill as it is written.
