Subject: Testimony for Bill 48
Honorable Members of the Government Operations and External Affairs Committee,
I support Bill 48 for creating the Office of Sustainability,Climate, Equity,and Resilience (OSCER) in Hawai'i County. It addresses
climate change, promotes sustainability, and builds community resilience.
OSCER aligns with pono priorities and coordinates policies for positive environmental, economic, and social outcomes.The
bill's focus on equity ensures benefits reach all residents. Elevating OSCER to the cabinet level fosters collaboration and
enables effective policy implementation.The Climate Action Revolving Fund generates savings for the county and supports
OSCER's objectives.OSCER's design, based on the collective impact model, maximizes its impact and achieves transformative
change. Passage of Bill 48 positions Hawai'i County as a leader in sustainability,climate change adaptation,and community
resilience.
I urge the committee to support and recommend the bill's passage to the Hawai'i County Council. w
